Victoria B. De La Cruz was born in Padong, Dingras, Ilocos Norte, Philippines, to Ambrocio Balantac and Sotera Aquino.

Victoria lovingly help raise their two children, Violeta and Silvino. Francisco and Victoria increased their family with five more children, Marcelino, Venancio, Clarita, Henry and Merlita.
While her husband was busy cultivating the farmland, Vicky would maintain the household and care for the children. She would also travel between the city and the barrio bartering their produce and rice for goods.
In 1974 the family moved to Hawaii for a brief time, then permanently made their home in California. She would often spend time reading her Bible, watching televised sermons and in deep reflection and prayer. She is also remembered by her ability to bring a smile to those who watched as she danced and sang to the little children.
Victoria was preceded in death by her husband, Francisco and son, Silvino.
She is survived by her children, Violeta, Marcelino, Venancio, Clarita, Henry and Merlita, twenty-three grandchildren and many great-grandchildren. She was able to welcome her most recent great-grandchild to the family in March.
