

At the age of 82 Josefina O. Scruggs passed away peacefully in the company of her family on February 15, 2025 at Kindred Hospital in El Paso, Texas. Josefina was the daughter of Pablo and Angela Olivas. She was born Josefina Olivas in the city of Chihuahua, in Chihuahua Mexico. On October 23rd 1961 she obtained her US Citizenship. Josefina is survived by her three children Maria de Los Angeles Scruggs Dylla with Joseph Dylla, David William Scruggs III and Peter Louis Scruggs. As well as her four grandchildren Colin, Avery, Jason and Sophia Dylla. She is also survived by her siblings Mary with Jose Rodriguez, Connie with Jim Coley, Pete Olivas, Delores with Arthur Buzue, and Luiz with Cathy Olivas.
Born into a large loving family of Cattle Ranchers and Dairy Farmers, her father saw a better life for his family in the US and decided in 1948 to move them North to El Paso, Texas. Continuing in the Dairy industry the family prospered and grew from five to eleven siblings. Josefina attended Burges high school. After graduating she worked at El Paso Water Co.
It was 1967 in a backyard party where Josefina “Josie”, met her husband David W. Scruggs II, they quickly fell in love and then soon married there after. David whisked her off to California, but then moving back to El Paso where they raised their children as a devout mother taking her them to swimming meets, soccer games and little league football practice.
Josefina was not only devoted to her family, but to God as well. Her devotion to God and the Catholic church started at a young age in the Little Flower Church of central El Paso. Here attending mass more than once a week, or more, was seen as a blessing. Countless tathered prayer books can be found everywhere around her house along with her rosaries which she prayed with daily. Being very active in church she was a catechism teacher and later on, along with her husband, Josie helped set the foundation for the creation of Queen of Peace Church and then again helping with the creation of St. Luke Church on Redd Rd.
She was a cake decorator. Josie made a multitude of creations from wedding cakes with edible flowers and realistic tree logs cakes, to racing car dioramas for the many birthday parties she through, not only for her children, but her many nieces and nephews of whom she was blessed.
She was a seamstress. The Kenmore was the sewing machine of choice in crafting prom dresses costumes and curtains. She sewed her daughters and nieces' Prom Dresses.
And one NexGen Starfleet Captain’s Uniform which, may I say, was quite exceptional.
Stain glass creator. That screeching sound then a familiar tap, tap, snap... Checking her edge, Josefina also was a glass cutter creating stain glass windows which are decorative highlights that warm and adorn her house today.
With her children grown she went back into the workforce as a secretary at Gail Darlings Temps and after, working for the El Paso Independent School District as an Administrative Assistant at Mesita Elementary School from where she retired.
Going into her retirement only seemed to speed things up. Spending time with her sisters, friends and becoming an infamous Banco player. Josefina enjoyed traveling back and forth to Tucson, by train with her new life companion Max, to help her daughter raise her grandkids.
In 2008 Josie became a world traveler. Traveling through Europe, Paris, France, the Vatican in Rome, Italy as well as London in the UK. And if that wasn’t enough, later, she cruised with her sisters and nieces up and down the Pacific Coast of Mexico.
Visitation will be from 5:00 p.m. to 9:00 p.m. with a Rosary at 7:00 p.m. on Thursday, March 20, 2025, at Funeraria Del Angel Central, 3839 Montana Ave. El Paso, Tx 79903. Funeral Mass will be at 10:00 a.m. on Friday March 21, 2025, at St. Luke Catholic Church, 930 E Redd Rd, El Paso, TX 79912.
