

Sammy was born on April 20, 1931, in Sun Wau, China. At the age of 8, he immigrated to the United States, arriving in San Francisco by boat. He grew up in Fresno, California, and proudly served in the U.S. Navy from 1951 to 1952. On March 29, 1963, he married the love of his life, Shirley, in Vancouver, Canada. Together, they settled in Clovis, California, where Sammy worked in the grocery business for over 30 years and raised a loving family.
After retiring, Sammy discovered a love for ballroom dancing and spent time sharing this passion alongside his wife. Additionally, they enjoyed their time with their children and grandchildren at Fresno State football games and basketball games, and celebrating their life milestones. The couple also traveled with friends, cherishing the opportunity to explore and experience the beauty and diversity of the world together.
Sammy is survived by his devoted wife, Shirley, with whom he shared 61 years of marriage and their children: Stacey Louie, whose children are Savannah and Cameron Louie; and Sherry Toutges (married to Wayne), whose children are Nicholas and Alisha Toutges. He was predeceased by his two sons, Shelley Louie and Dr. Stanley Louie. Stanley’s legacy lives on through his daughters: Christina Jonas (married to Danny), both Lieutenants in the U.S. Navy; Danielle Louie (mother to Sophia and Obito Miranda); and Samantha Louie, a Second Lieutenant in the U.S. Army.
Everyone who knew Sammy knew his smile and laughter. Being with him would lift you up.
Sammy had a passion for gardening, particularly growing his cherished Sago Palms and maintaining his immaculate lawn. He also had a special love for Christmas, when his home and yard would be beautifully decorated for the season, bringing joy to all who passed by. Sammy was a hardworking, honorable man who dedicated his life to his family and community. His kindness, love for adventure, and zest for life will be deeply missed and forever remembered by those who knew him.
A burial service will be held on Friday, February 14, 2025, at 11:00 AM at Belmont Memorial Park, located at 201 N. Teilman Avenue, Fresno, California 93706. Following the service, the family invites friends and loved ones to join them for a Celebration of Life luncheon to honor and remembrance of Sammy.
