

Hugh Montgomery went to be with the Lord on April 5, 2026, at the age of 81, after over 20 years courageously battling Parkinson's Disease. Born on July 9, 1944, in Jackson, MS, to H. Everett Montgomery and Clara Neelly Montgomery, his was a life well-lived — as a Naval Science and Technology Executive, public speaker, community affairs activist, deacon, Christian singer and musician, boater, fisherman, family man, and, his most cherished role of all, Granddad.
Hugh began his federal government career in 1966 as a research physicist at the Naval Weapons Laboratory in Dahlgren, VA, and brought it to a distinguished close on the staff of the Chief of Naval Operations at the Pentagon. He retired as the Department of the Navy's senior career civilian for Science and Technology requirements and resources, and as the sponsor for all programs executed by the Office of Naval Research. In 2001, he became a Senior Fellow at the Potomac Institute for Policy Studies, and in 2004, he became the founding Executive Director of the Institute for Defense and Homeland Security. He served on the Defense Science Board and published two editions of his book, Bureaucratic Nirvana: Life in the Center of the Box, which offered an insightful look at the inner workings of the federal system. Even in retirement, Hugh continued to share his expertise — frequently presenting seminars on national and international defense and technology policy and consulting pro bono with the Department of Defense.
Hugh's academic achievements were equally remarkable. He graduated first in his class at Clinton (MS) High School in 1962, first in his class at Mississippi College in 1966, and first in his graduate study in Physics at the University of Tennessee. After earning his Master of Science degree in 1969, he completed all requirements for his Physics PhD; however, the degree could not be formally awarded because his work had been classified. He was also an International Security Policy graduate of the Kennedy School at Harvard University and an alumnus of the Federal Executive Institute. Among his many honors were two Distinguished Civilian Service Awards, the Presidential Meritorious Executive Award, the Naval Superior Civilian Service Award, and numerous other Senior Executive Service awards.
A strong believer in giving back, Hugh served 12 years on the Spotsylvania County Planning Commission, on two Virginia state commissions — Energy and Environment, and Transportation Accountability — and on numerous local boards and commissions. He also served as President and Vice President of both the Stratford Harbour Property Owners Association and the River Bluffs Owners Association.
Hugh's interests were as wide-ranging as his career. From parody songwriting and photography to home construction, he brought the same enthusiasm to his hobbies as he did to his work. He had a lifelong passion for the water, enjoying water skiing, boating, boat restoration, and fishing. Music held a special place in his heart — he loved singing and arranging gospel quartet music, and for more than three decades served as the bass singer of the Sea Walkers Quartet. A charter member of Morrison Heights Baptist Church in Clinton, MS, and a five-decade member of Ferry Farm Baptist Church, he faithfully served as a deacon, teacher, choir member, and musician. Following his retirement and move to Stratford Harbour in the Northern Neck, he also enjoyed playing in the praise band at Oak Grove Baptist Church.
Above all else, Hugh deeply loved his family and took immense pride in their achievements. He is survived by Mitzie — his high school sweetheart, wife of 60 years, and his one true love — his daughters Mindy Montgomery of Ashburn, VA, and Michelle Pettit (James) of Coronado, CA, and his grandchildren Katie and Jackson Wiegers, and Andrew and Lauren Pettit. He beamed with pride watching Mindy follow in his footsteps to become a Naval Senior Executive, and likewise delighted in watching Michelle excel in her Naval and legal career before becoming a Federal Judge. He is also survived by his sister, Anne Marie Eenigenburg of Howe, TX.
Friends and family are invited to gather for a Celebration of Life on Saturday, May 2, 2026, at 11:00 AM at Ferry Farm Baptist Church (1 Westmoreland Drive, Fredericksburg, VA). A reception will follow in the Family Life Center, where all are welcome to gather in fellowship and to share treasured memories of a life well-lived. In lieu of flowers, the family kindly requests that memorial contributions be made to Ferry Farm Baptist Church (Fredericksburg, VA), Oak Grove Baptist Church (Colonial Beach, VA), or Samaritan's Purse.
