

Judy was a beloved wife, devoted mother, and cherished grandmother. She led her life guided by her strong will, nurturing love, and deep compassion.
Judy was born on December 24, 1964, in Baltimore, Maryland. She graduated from Bishop Fenwick Catholic High School in Middletown, Ohio. She met and fell in love with her husband Domenico "Doc" Rossi, whom she dated for five years before getting married on June 18, 1986 at St. Mary's of Middletown, Ohio. Immediately after their wedding, Judy accompanied Doc to his duty station in Camp Humphreys, Korea.
The next 25 years of her life was distinguished by her support of Doc’s Army career. In addition to Korea, Judy and Doc were stationed in Indiana, Germany, Georgia, England, Kansas, Virginia and Hawaii. During this time Judy also became a mother. She gave birth to four sons: John Samuel, Domenico, Alec Joseph and James Ronald. Through this journey, Judy selflessly supported her family and the community around her. She stayed an active member in all Unit Family Readiness Groups; and spent countless hours volunteering, teaching and supporting Soldiers and their family members. In tandem, Judy organized and cared for her family through their countless sports, scouting, school, and work events. Continuously putting her needs second to those around her.
Following the Army, the Rossi Family settled in Fredericksburg, VA; this is where Judy’s passion for mentoring others led her to resume her career as a science teacher. Judy dedicated her time and energy to Stafford County Public Schools for nearly 20 years. Her devotion and passion for her profession were recognized quickly, and she became the head of the science department at Stafford High School for nine years. Judy’s conscientiousness was constantly on display during her career as she took on extra courses, cared and mentored her coworkers; but most importantly, Judy cared for her students. As a teacher, she touched countless lives with her patience, empathy, and steadfast encouragement.
Above all, Judy devoted her entire life to her children and family. She was the heart and soul of the home. Judy always put others first and made sure those she loved felt supported and cared for. Her love was constant, her strength unwavering, and her presence will be missed more than words can express.
Judy is survived by her loving husband, Domenico “Doc” Rossi II; her four sons, John (Hannah) Samuel Rossi, Domenico (Yeonwoo) Rossi Jr., Alec (Taylor) Joseph Rossi, and James (Rachael) Ronald Rossi; her four grandchildren, Domenico “Nico” Rossi III, Roberto “Ro” Rocco Rossi, Cecilia “Ceci” Anna Rossi, and Matthew James Rossi; her parents, Ronald Joseph Koch and Mary Carroll Koch; and her siblings, Janet Fink, Joseph Koch, and Jennifer Puthoff.
The visitation will be held on Monday, February 2, 2026, from 6:00 PM to 8:00 PM at Mullins & Thompson Funeral Service, 1621 Emancipation Hwy, Fredericksburg, VA 22401.
A Mass of Christian Burial will be celebrated on Tuesday, February 3, 2026, at 11:00 AM at St. Mary of the Immaculate Conception Catholic Church, 1009 Stafford Ave, Fredericksburg, VA 22401. She will be laid to rest at National Memorial Cemetery at Quantico.
