Flow was born to James R. Vickers and Dewey Woods Vickers in McMinnville, TN. She attended school in Centertown and McMinnville schools, graduating in 1955. She attended Andrew Jackson Business School in Nashville. Upon graduation, she worked for Volunteer Lie Insurance Co. for six years, followed by thirty years with the IRS in Chattanooga and Dalton, GA.
She enjoyed reading and traveling where she and her husband visited all 48 lower states. Hiking in the Smokies was also high on her favorite things to do.
She is preceded in death by her parents, listed above; sister, Christine; and two brothers.
Survivors includes her husband of 51 years, Kenneth Earl Mintey.

A graveside service for Flow will be held Tuesday, January 7, 2025 at 11:00 AM at Hamilton Memorial Gardens, 5351 TN-153, Chattanooga, TN 37343.
Arrangements are by the North Chapel of Chattanooga Funeral Home, Crematory, and Florist, 5401 Highway 153, Hixson, TN 37343.
