She was born in Alvin, Tx on November 1, 1941. Elsa graduated from Kilgore High School and received her diploma. She was married to Leon Bay on August 17,1968.
She is survived by children, Cammie Howard, Hugh Myers (Tracey), and Vicki Chase (Greg); Grandchildren, Amber, Jason, Andrew, Crystal, Jordin, Garrett and Baylee; Sister, Rosean Stewart and 8 great grandchildren.

A committal service will occur Wednesday, May 14, 2025 from 3:00 PM to 3:30 PM at Earthman Resthaven Cemetery, 13102 North Fwy, Houston, TX 77060. A catered reception will occur Wednesday, May 14, 2025 from 3:30 PM to 5:00 PM, 13102 North Fwy, Houston, TX 77060.
