

Born and raised in the Heights, Judy attended All Saints Catholic School and later graduated from Reagan High School. In 1957, she married Scott Clement and began building both a family and a life rooted in hard work and resilience. She later pursued further studies at Texas Tech University, always valuing education and personal growth.
Judy built a successful career in the Savings & Loan industry, quickly earning the respect of her colleagues. Her entrepreneurial spirit soon blossomed into Karen’s Closet and Special Occasions, a beloved resale clothing shop in Baytown, Texas. After marrying Carroll Bailey, the two eventually retired to Hot Springs Village, Arkansas, where they found joy in running an estate sale business with a close friend.
Family was always at the heart of Judy’s life. She was preceded in death by her son Michael Clement; her husband, Carroll Bailey; her ex-husband, Scott Clement; and her stepson, Kenneth Bailey. She leaves behind a loving family: her son Greg Clement; her son Tod Clement and his wife, Connie; her daughter Laurie Stringer and her husband, Frank; and her grandchildren Amanda, Christopher, and Lauren Clement. She is also survived by the children and grandchildren of Carroll Bailey, along with countless other relatives and dear friends whose lives she touched.
Judy lived life with enthusiasm. She was an avid tennis and golf player, and her loved ones will forever cherish the joy she brought to the annual Easter Egg Hunt, a tradition she treasured. Her commitment to personal growth was reflected in her involvement with Dale Carnegie, where she not only graduated from the program but also gave back as an assistant instructor.
Judy’s life was one of dedication, kindness, and connection. She will be deeply missed and fondly remembered by all who knew her.
A memorial service will be held at 11:00 a.m., Wednesday, August 20, 2025 at Heights Funeral Home, 1317 Heights Boulevard, Houston, Texas 77008.
