

After graduating from high school, he enlisted in the US Air Force as a radar technician in Korea. After his time there, he worked at Keesler Air Force Base in Biloxi, MS. He later transferred to the US Army Munitions Center and School at Redstone Arsenal as a missile instructor. He moved to the US Army Missile Command in various positions including Missile Maintenance Technician and Supply Management Career Program Administrator. He mentored many people in their careers, always desiring their success in work and in life. He served as Chief of the Organizational Effectiveness Office reporting directly to the Commander, US Army Missile Command. Frank moved to the Management Engineering Activity as Chief of the Human Resources Management Office in his last position before retirement with the US government in 1988.
During the last few years of employment, he also started his own consultant and management training company, Quality Management Services. While working he earned a Bachelor of Science degree from the University of Oklahoma, a Master’s degree in Management from the University of Alabama in Huntsville, and a Doctorate in Public Administration from NOVA University, Fort Lauderdale, Florida.
After retirement he owned and served as President of Clear Business Communications and then President of Rouse Associates, a firm specializing in organizational development, supervisory and management development programs, and management consulting for industry, government, and academic institutions. He was an instructor for the Supervisory Development Program at UAH and Motlow State College, Lynchburg, TN. He was an adjunct faculty member of the Management Science Graduate Program at UAH. Frank loved serving others, his Lord, his church, playing golf in younger years, woodworking, working in the yard, and all kinds of sports.
Frank is survived by his wife of 37 years, Terry “Leigh” Rouse, sister Thelma Brumfield, children Frank Rouse, Jr. (Betsy), Sandra Watson, Karen Rouse, and stepdaughter Heather Conn (Pete). Grandchildren include Christopher Watson (Mary Elizabeth), Taylor Rouse (Winslow), Kelly Malinoski (Andrew), Alexa Rouse, Reagan Conn, and Nathan Conn. He had one great-grandchild, Philip Rouse, whom he was privileged to greet in August 2023, for four living generations of Rouses.
He was preceded in death by his father, Beverly Burnell (B.B) Rouse, mother, Ethel Mae Delk, brother, John Burnell (J.B.) Rouse, and sister Jocelyn Rouse.
Frank was a wonderfully generous, selfless, and fun person who brought joy wherever he went and will be deeply missed by his family, friends, and all those who had the privilege of knowing him.
Funeral services will be held at Valhalla Funeral Home and Memory Gardens, 698 Winchester Rd NE, Huntsville, Alabama 35811 on Wednesday, January 24, 2024. Visitation will be from 10:00AM-12:00 PM, and the funeral service at 12:00 PM with Reverend Al Geise presiding.
If desired and in lieu of flowers, the family asks for donations to be made to Gurley Methodist Church in Frank’s memory or the charity of your choice.
