
A memorial service was held on Monday, October 3rd at Bel Air Memorial Gardens.
Bill was born March 29, 1931 in Charlottesville, Virginia to William and Nellie Scruggs. He grew up in Charlottesville, then joined the U.S. Navy following high school graduation. He rose to the rank of Second Class Petty Officer as an Aviation Mechanic prior to receiving an Honorable Discharge in 1954.
He was married to Alver Belle (Shipp) Scruggs in 1952. Following the birth of their first son Glenn in 1953 they moved to Baltimore where he began a long service career in fire protection. During their time in Baltimore they had two more sons, Robert and Steven.
Bill loved the outdoors and enjoyed hunting and fishing in his spare time. He also was an avid home gardener with beautiful vegetable gardens each year in their yard. He also spent many hours working on renovations for their home and helped his neighbors and friends with their projects.
Mr. Scruggs is survived by his wife Alver, sons Glenn, Robert (and wife Brenda), and Steve (and wife Vicki); sister, Clara Brock; and many grandchildren, nieces and nephews. He was predeceased by four sisters: Doris Tonker, Eunice Dowell, Joy Blankenship, and Maxine Shaver.
