We have all lost a good man! I was privileged to work with Howard at station 13. We helped start and were two of the first on the Honor Guard. We went to hundreds of funerals / events over the years. We helped start and were two of the first on the JFRD SCUBA team.  I felt lucky when I had Howard wait on me at the Fire Credit Union, he always went the extra mile. Howard always put a lot of thought into his words and actions. We laughed and cried together. I always felt better after being around Howard.  My wife just had Major Surgery and I am unable to attend the celebration of this Good and Honorable Man.  I was grateful to have him as a friend and will miss him!  Jimmy Jordan 

Howard was a good friend. Not just to me but everyone he met. His presence here will certainly be missed. Look forward to seeing him again!

I am so sad but blessed that I have known Howard for most of my life. He was like a second father to me being my dads best friend. He was always classy, kind, and an inspiration to others. The world has lost a great man and my heart extends to Junell, Jamie, Brian, and the rest of his family. I'm heartbroken I am unable to be there but please know my heart is there with you all. 

I will always remember Howard as a very gracious person who enjoyed life. Thinking back to our skiing adventures on Kingsley lake many years ago brings a smile to my face as I picture Howard on a slalom behind Harry's boat.  Shortly before Howard retired from the fire department I visited him at his fire station on the river in north Jacksonville.  He was positive and engaging, always interested in what was going on in my life. 

HOWARD WAS MY BEST FRIEND FOR OVER 70 YEARS AND  HE WILL BE MISSED MY MANY FRIENDS AND LOVED ONES. IF YOU COULD DEFINE WHAT A TRUE FRIEND IS HOWARD WOULD FIT THE DESCRIPTION. ALWAYS CONSIDERATE OF OTHERS AND HELPFUL .
EVEN THOUGH I MOVED TO ORLANDO 50 YEARS AGO WE SPOKE AND GOT TOGETHER OFTEN. HOWARD AND JUNELL ARE LIKE FAMILY TO ME AND I LOVE THEM BOTH. 
REST IN PEACE MY BROTHER IN CHRIST.

I grew up a couple of blocks from Howard.  I remember playing together mostly in the summers with him, and Harry Shuman, Carol Moser, Patsy Allen.  Those are good memories.  My prayers to the family, in the last two years I lost my brother, Spencer and sister, Cheryl.  I know that our Savior will help you deal with the pain of parting with our loved one in the same way He has blessed me. 

Junell and family, so sorry about  the loss  of   Howard.  He was always a good friend and Emory and I have really enjoyed ya'lls  friendship. I am sure you and the children  have plenty of precious memories to  recall to carry you through.

Deeply sadden at the passing of James Howard "Gabby" Salter. I worked with Howard on the Jacksonville Fire-Rescue Department for many years where Howard led by example, not just words.  His many years of dedicated service to the Members of Fire-Rescue at JFCU will be long remembered.  He was well respected by all who knew him,  his smile will be missed. Howard was a Member of the Fire Fighters Softball Team for many seasons in the City League.   May Our Lord comfort the family at this sad time. Rest in Peace Howard.

Howard was one of the finest men I have ever known, always kind, and friendly. He was a real credit to the Jacksonville Fire Department and to the Jacksonville Fireman's Credit Union. I am blessed to have known him and his family.
