James was a long time resident of Albuquerque, New Mexico. James moved to Las Vegas in 1988 for work and never left. James is survived by his wife of 53 years, 2 children, 5 grandchildren, and 1 great grandchild. James has 3 surviving sisters in New Mexico. James "Preston" Phelps passed away at home after an extended illness.
