Robert Alan Kemper, age 78, of Orange Park, Florida, passed away peacefully on Wednesday, July 23, 2025. Born in Key West, Florida on June 21, 1947, to the late Adeline A. Kemper and Marvin D. Kemper. Robert lived a life rooted in faith, service, and compassion.
In 1955, Robert and his family made Orange Park their home, where he would go on to become a beloved figure in both civil and spiritual service. A proud and honorable veteran, Robert served six years in the United States Navy with distinction. Following his military service, he continued his dedication to public service as a Corrections Officer with the Florida Department of Corrections.
Robert later shared his wisdom and love of learning with younger generations, serving as a substitute teacher in both the Duval and Clay County School Systems, as well as at First Coast Christian School. He was a devoted and engaging educator known for his gentle guidance, thoughtful questions, and encouraging presence in the classroom.
A man of deep Christian faith, Robert was a longtime member of Orange Park Methodist Church. He lived his faith daily through action—volunteering for the church’s Good Samaritan Ministry, supporting his community, and offering kind words and care to everyone he met. His gentle and joyful spirit was matched by a quiet strength and deep sense of duty to others.
Robert had a silly yet loving demeanor and a warm sense of humor that made people feel seen, heard, and appreciated. He always asked about others' families, listened with sincerity, and offered support with unwavering compassion. He was financially savvy, incredibly thoughtful, and never missed an opportunity to lend a helping hand.
He found peace in nature, whether hiking trails or walking along the beach, and was a lifelong animal lover. Robert deeply valued his family and found immense joy in his role as a husband, brother, uncle, and great-uncle. Above all, he loved his wife, Rev. Luanne Kemper, with whom he shared 27 beautiful years of marriage.
Robert is survived by his loving wife, Rev. Luanne Kemper; sister Patricia Foulk; nephew Ryan Foulk (Jen); niece Courtney Webster (Frank); and his great-niece and great-nephews: Lindsey Foulk, Tyler Foulk, Cole Webster, and Madison Webster.
A visitation will be held on Friday, August 15, 2025, at 10:00 AM at Orange Park Methodist Church, 2051 Park Ave, Orange Park, FL 32073. A celebration of Robert’s life will follow at 11:00 AM at the same location. A burial with full military honors will take place at 1:00 PM at Jacksonville Memory Gardens Funeral Home and Cemetery, 111 Blanding Blvd, Orange Park, FL 32073.
