Phillip was born on June 23, 1931 in Durham, North Carolina to the late Relmond and Margaret O'Neal. A long time resident of Charlotte, North Carolina, he graduated from Charlotte Technical High School. He spent two years in the Air Force and continued to serve working for the U.S Postal Service until he retired in 1986.
He was married to Hannah Tilson for 62 years until her passing in 2021. Together they had two daughters.
An avid golfer, Phil grew up caddying at Eastwood Golf Course, where he later worked and played often.
He also worked and played at Charlotte National Golf Club, where he made many friends. Known to many as "Oatmeal". Phil truly had the gift of gab, and never met a stranger.
He is survived by his daughters, Kathy Martin and Beth (Lynn) Price, grandchildren, CD Martin, Ryan Carter (Lee), Phillip Price and Olivia Price, great grandchildren, Alice, Talulla, and Dorothy Carter.
A graveside service for Phillip will be held Tuesday, May 31, 2022 at 11:00 AM at Sharon Memorial Park, 5716 Monroe Road, Charlotte, NC 28212.
In lieu of flowers, memorials may be sent to University City United Methodist Church 3835 W W.T.Harris Blvd, Charlotte, NC 28269.
