

A funeral service will be held on Friday, March 20, 2026, at 2:00 p.m. at the Oswegatchie Mausoleum, with Deacon Mark LaLonde officiating. A Celebration of Life for family & friends will be held on Saturday at 12:00pm at the Ogdensburg Moose Lodge.
Joan is survived by her children, Mark (Jennifer) Mills of Lisbon and Rochelle (Chris) Wallace of St. Albans, Vt; her beloved grandchildren, Megan Mills of Lisbon and Amelia Wallace of St. Albans, Vt. She is also survived by two sisters Catherine (Ed) Dana and Geraldine Kine both of Ogdensburg; a brother, Robert (Susan) O’Marah of Heuvelton, along with several nieces, nephews, and cousins.
She was predeceased by her husband, Bernard Mills; a sister Norma Jean (Duncan) Cameron and a brother-in-law, Richard Kline.
Joan was born on June 7, 1936, in Ogdensburg, the daughter of the late Raymond and Marjorie (Spaman) O’Marah. She graduated from Ogdensburg Free Academy in 1955. An earlier marriage to Richard Reome ended, and she later married Bernard R. Mills in 1971 in Brier Hill.
Throughout her working years, Joan dedicated herself to caring for others. She worked as a dietician at A. Barton Hepburn Hospital, spent 16 years as a telephone operator with NY Telephone, and later served for 20 years as a certified nursing assistant at St. Joseph’s Nursing Home. She retired in 1999.
Joan enjoyed staying active in her community and was a member of several area senior citizens clubs, including those in Ogdensburg, Lisbon, DeKalb, Waddington, Madrid, and Seaway Valley. She was also a faithful parishioner of Notre Dame Church.
