Lieutenant Colonel Lawrence M. “Larry” Downes, age 87, of Ogdensburg, passed away peacefully on May 18, 2026, at St. Joseph’s Home surrounded by the love of his family. In keeping with his wishes, there will be no public service. He will be laid to rest with military honors at Camp Butler National Cemetery in Springfield, Illinois.
Born on November 22, 1938, in Minneapolis, Minnesota, Larry was the son of the late Joseph and Marie (Breen) Downes. He graduated from DeLaSally High School in Minneapolis and continued his education at St. Thomas College in St. Paul, MN, earning his bachelor’s degree before answering the call to serve his country.
Larry proudly served in the United States Air Force for 22 years, achieving the rank of Lieutenant Colonel. During his distinguished military career, he worked at the Pentagon and contributed to the nation during a pivotal era in American history. His dedication, professionalism, and leadership reflected the highest traditions of military service. Upon his retirement from the Air Force in 1982, Larry continued serving others through his work as a fraud investigator for Allstate Insurance Company.
Beyond his military accomplishments, Larry was deeply committed to his community and family. Alongside his beloved wife, Ann, whom he married in 1993, he generously supported the annual St. Jude St. Louis to Peoria runners by organizing meals for participants each year in Illinois. Larry also devoted more than 20 years to the Boy Scouts of America, mentoring young people and instilling values of service, integrity, and leadership.
Larry enjoyed traveling to Ireland to connect with family and research his genealogy, and he found happiness in swimming, shopping, and especially spending time with those he loved most.
He is survived by his children, Julie (William) Henderson of Ogdensburg and Eric (Crystal) Downes of Great Cacapon, West Virginia; grandchildren Amanda (Gary) Hunter Jr., Erika Lee (Blake), and Bryce (Heather) Downes; great-grandchildren Kolton and Caden Hunter, Brooke Logan, Gunner Brandenburg, and Haven and Ryder Downes; step-sons Mark (Susie) Pendergrass, David (Kim) Pendergrass, and Matt (Jacque) Pendergrass; and four nephews, Jeff, Joe, Paul, and Steve Downes.
Larry was predeceased by his wife, Ann, in 2022, and by his brother, Jerry Downes.
Memorial contributions may be made to Veterans Helping Veterans, 1619 Resthaven Road, Peoria, Illinois 61615.
Larry’s life was marked by faithful service — to his country, his community, and his family — and his legacy of dedication, generosity, and quiet strength will be remembered by all who knew him. Condolences and fond memories can also be shared on www.foxandmurrayfuneralhome.com.
