He was preceded in death by his wife, Ellen Joyce Baxley, parents Marzell Baxley of Clayton, Al and Louise Boyd Slusser of Clayton, AL.
He is survived by his sisters, Ginger Baxley Wheeler of Adin, CA and Jeanette Baxley Pyle (Victor) of Eureka, CA; children, Becky Ellis of Tampa, FL, Beth Bradley (Nathan) of Smiths Station, AL, Tena Williams, Patricia Krisher (Chris) of Bremerton, WA, Richard Baxley of Smiths Station, AL; grandchildren, Edward Collum (Catherine) of Ft. Belvoir, VA, Jonathan Bradley (Jennifer) of Columbus, GA, Kimberly Key Fonder (Anthony) of Hurtsboro, AL, Adam Bradley of Smiths Station, AL, Michael Rosenthal of Hollywood, FL and seven great grandchildren.
Jim, a Vietnam Veteran who proudly served his country in the Air Force, retired as a Master Sergeant. After he retired he served as Chief of Police for the town of Hurtsboro, Alabama. He ended his career with law enforcement as a deputy for the Russell County Sheriff's Department. He then went on to work for H&R Block.
Jim held a Master of Science in Criminal Justice that he earned from Troy State University in 1985. He also earned a Master of Science in Personnel Management from Troy State University in 1986.
Jim loved to watch Alabama Football, Unsolved Mysteries and NCIS. He cherished his family and was well respected in the community. He loved his wife dearly and was an amazing father and grandfather. He attended Hatchechubbee Baptist Church.

A Visitation for family and friends for Jimmie will be held Monday, April 7, 2025 from 11:00 AM to 1:00 PM at Striffler-Hamby Mortuary - Phenix City, 3770 Highway 431 North, Phenix City, Alabama 36867. A Graveside Funeral Service with military honors will occur Tuesday, April 8, 2025 at 11:00 AM at Fort Mitchell National Cemetery, 553 Hwy 165, Fort Mitchell, Alabama.
