Born in Springfield, MA, he was a resident of Port St. Lucie, FL since 1981, moving from Miami, FL.
During WWII, Frank served in the US Coast Guard; as well as serving as Chief Petty Officer in the Merchant Marines.
Prior to retirement he was a pilot for Pan AM in Miami for 30 years.
He was an avid boater, fisherman and gardener.
Mr. Foster was predeceased by his wife of 62 years, Evelyn Foster in August, 2007.
Survivors include three daughters, Evelyn B. Taylor of Lakeland, FL, Kathleen M. Beckley of Vero Beach, Sharon Hoffman of Stuart, FL; one son, Frank R. Foster of Douglasville, GA; nine grandchildren and seven great-grandchildren.
