

He was a 4th generation native of Florida, born in Avon Park, FL, living in Port St. Lucie since 1981, and St. Lucie County since 1970.
Leroy retired as Director of Golf from General Development Corporation, working throughout Florida. He also previously owned and operated Silver Oak Nursery of Port St. Lucie.
Mr. Phillips was a member of Morningside Church of Port St. Lucie, where he served as Presiding Elder, on the Board of Elders for 25 years, and served as Presiding Elder at graduations at Morningside Academy. He also was part of the choir at the church. Leroy was also a member and president of the Florida Turf Association for many years.
Survivors include his wife, Ruby Phillips of Port St. Lucie, FL; one son, Jamie L. Phillips (Patti) of Port St. Lucie, FL; one daughter, Cynthia Toman (James) of Port St. Lucie, FL; six grandchildren and one step-grandchild, Melissa Baxter of Omaha, NE, Jessica Buskirk of Vero Beach, FL, Christian Toman of Port St. Lucie, FL, Jason Phillips of Port St. Lucie, FL, Jamie W. Phillips of Port St. Lucie, FL, Kristy Phillips of TN, Bailey of Port St. Lucie, FL; four great-grandchildren, Jacob Baxter of Omaha, NE, Madison Baxter of Omaha, NE, Jordan Buskirk of Vero Beach, FL, Tessa Toman of Port St. Lucie, FL; and four brothers, Charles, Edmond, Donald and Hunter Phillips, all of Central Florida.
Friends and relatives may call Monday, September 13, 2010 from 5:00PM – 7:00PM at the Aycock Funeral Home Chapel in Port St. Lucie, FL.
A Funeral Service will be Tuesday, September 14, 2010, 1:00PM at Morning side Church, Port St. Lucie, FL, with Pastor Tom Crawford officiating. Burial will follow at White City Cemetery, Ft. Pierce, FL.
