Willis E. Carter

Willis E. Carter, 94, of Highland Springs, passed away on Wednesday, April 28, 2021. He was born on February 8, 1927 to the late Richard and Helen Riley Carter. In addition to his parents, Willis was preceded in death by his wife, Phyllis C. Carter; son, William F. Carter; and daughter, Diane C. Beatty. Left to cherish his memory are his son, Mark E. Carter, and wife, Marcia; grandchildren, Sarah Carter, Tanner Carter, Jessica Beatty, and Matthew Beatty; as well as several great-grandchildren. A graveside service will be held at 11 a.m. on Friday, May 7, 2021 in Washington Memorial Park, 6217 Memorial Drive, Sandston, Va. 23231, with Rev. Harry R. Bowman officiating.
