He was born in McNary, Arizona on April 27, 1946. Joe Frank graduated from Sunnyslope High School and received a Bachelor of Science in Business from Arizona State University.
He was married to Shirl Ann Harris on February 10, 1073 in North Phoenix Baptist Church.
Joe Frank had a career in Law Enforcement for 35 years as a Lieutenant for Phoenix Police Department. He had a passion for travel, gardening, movies and family.
He was survived by his loving wife Shirl; Children, Michael and Melissa; and Grandchildren, Megan, Jonathan, Luca, Melaina, Jacob and Elliana.
