

Randy was born on August 17, 1955, in Corona, California, a son of the late James "Outie" Howard Outen and Mable "Nickey" Casey Outen.
Mr. Randy Outen was medically discharged from the United States Air Force in May 1986, after 12 years of honorable service. He completed tours in California, Alaska, and Florida. After the Air Force, He purchased and ran the "Park Feed Store" in Pinellas Park with his family. He was an active member in his church and could often be found playing drums after work practicing for Sunday services. He moved to Kirksville, Missouri, in 1994 with his family to live out his dream to live on a Ranch. Soon after, his health began to decline due to Multiple sclerosis. He spent his final years back in central Florida where he enjoyed watching old Western films - John Wayne "The Duke" was his favorite. Randy will be remembered for his sense of humor, candid honesty, and love for his family.
Randy is survived by his children James "Jamie" Outen, Clayton Outen, Charity "Star" Ruskell, and James “Randy” Outen. He had ten grandchildren that he loved very much.
Randy was preceded in death by his father James "Outie" Howard Outen, Mother Mable "Nickey" Casey Outen, infant sister, Amber Lee, and brother, Mark Elliotte Outen.
A Celebration of Life Memorial Service will be held on Tuesday, February 21, 2023 at 3:00PM at Florida National Cemetery, 6502 SW 102nd Ave, Bushnell, FL 33513.
