Mr. Toxey was a Norfolk native. He was a veteran of the U.S. Navy and retired from R.K. Chevrolet as a parts manager.
Survivors include his loving wife of seventy years, Virginia Mae Toxey, numerous nieces, nephews and in-laws.
A graveside service will be held on Monday, May 1, 2016, 11a.m. at Rosewood Memorial Park.
