

Frances Collins was born Tuesday, January 9, 1934 to Mrs. Sara Betts Collins and Mr. Frank Collins II in Washburn, Tennessee. She was the sixth born of eight children. Growing up in Washburn she worked on her family's farm. While carrying water from a local spring she met and fell in love with the neighbor boy Glenn Stephens. Glenn and Frances wed and he joined the Navy. During their travels with the Navy they welcomed their first child in California in 1953, daughter, Gladys Lorene. Five years later while stationed in Maryland, they welcomed their second child, son, Glenn Edward Stephens Jr. With her husband and children Frances owned and ran two service stations. She went on to share her love of cooking with many, as a long and faithful employee of "C&M Cafeteria".
Frances is predeceased by her parents, husband, son and siblings (Eddie Wolfenbarger, Omoem Whitner, J.C. Collins, Jimmie Collins and R.B. Collins).
She leaves beyond to cherish her memory sister, Billie Faye Wolfenbarger and brother, Frank Collins and his wife Minnie, all of Washburn, Tennessee; daughter, Gladys and husband Wayne H. Judy, grandson, Wayne E. Judy and wife Joy and their children Wayne E. Judy Jr. and Danielle; grandson, Matthew Judy and wife Imon Brown and their children Rian and Rekinley; granddaughter, Karen Stephens-Lee and husband Neal and their son Richard all of Virginia Beach, Virginia; granddaughter, Whitney Stephens of Portsmouth, Virginia; and countless other family and friends across the country.
The family would like to thank "Kindered at Home" for their support and professionalism during and after performing end of life care.
A visitation will be from 7pm -9pm on Sunday, February 26th at Rosewood Kellum Funeral Home. A graveside service will be held at 1:00 p.m., Monday, February 27th at Rosewood Memorial Park, 631 N. Witchduck Road, Virginia Beach, VA.
