

Mr. Brugger was born in Milwaukee, Wisconsin and resided most of his life in The Tidewater area. He was preceded in death by his wife Jessie Louise Brugger and a son Robert Louis Brugger. He retired from the U.S. Navy after twenty two years of service as a Damage Control Senior Chief Petty Officer. He was a former president for the local Chapter of AARP and a member of Bayside Presbyterian Church for more than twenty years.
Survivors include three children John Brugger and wife Cathy, Kenny Brugger, Jr., and wife Karon, and Rose Ann Wehr and husband, Larry Sr.; eight grandchildren George Brugger, Joshua Wehr, Troy Brugger, Larry Wehr, Jr., Jeremy, Alex, Jessie and Emily Brugger; nine great grandchildren Amber Brugger, Emma Wehr, Gavin Wehr, Emilie Stowe, Hunter Brugger, Colby Wehr, Kenny Brugger, Kaylie Brugger and Wyatt Wehr.
The family would like to thank Rosa Minor for the excellent care she has given to our dad over the past few years. He loved her very much and we value her service and commitment to our family.
A graveside service will be held on Saturday, March 4, 2017, 11a.m. at Princess Anne Memorial Park. Reception to follow at 4721 Holladay Road, Virginia Beach, VA 23455- we hope you can stop by and share some memories with our family.
In lieu of flowers memorial donations may be made The Food Pantry at Bayside Presbyterian Church.
