Neal is survived by his wife, Karla Taylor; daughters, Kasey Taylor and Olivia Taylor; granddaughter, Milo Dison; mother, Marcia Blanchard; step-father, Wilber Blanchard; sister, Ruby Treacy; brothers, Bobby Taylor, Jr. and Russell Taylor; and many extended family and friends.
A visitation will be held on Thursday, November 30, 2017 from 6 to 8 p.m. at Rosewood-Kellum Funeral Home. A funeral service will be held on Friday, December 1, 2017 at 2 p.m. at Calvary Church Virginia Beach on Haygood Road. Burial will follow at Woodlawn Memorial Gardens.
