

Brian’s amazing life began on January 7, 1981 in Pawtucket, Rhode Island where he was born to the late Diane (Howard) Menard and Raymond Menard Jr.
Brian took the love of his life, Felicia Maureen Palmer and proposed on May 15, 2016 after a surprise hiking trip to Mount Willet in New Hampshire and later married her on the sands of Galveston Island in Texas on November 11, 2018.
Brian was a very bright accomplished young man who, attended North Providence High School and, graduated from the University of Rhode Island with a degree in Civil Engineering. Once graduated he had many professional opportunities and he excelled in each one of them. He began working for the Department of Environmental Management (DEM) as a State Regulator in Rhode Island. He later worked as an environmental engineering consultant for 14 years at Geo Environmental in Providence, R.I. Brian then took that experience and worked for the Department of Defense as a federal Environmental Manager at Rhode Island’s Quonset Air National Guard Base. Lastly, he was evaluated and selected to become the State Environmental Manager at Ellington Field Joint Reserve Base in Houston, Texas. Brian was an avid reader and gamer. He felt most relaxed when cooking, gardening, and exploring the outdoors by camping and hiking. The best that can be said about this young man is that he is kind, intelligent, a strong person who made people laugh but most importantly would help a stranger, his colleagues, friends, and family in a heartbeat when needed.
He is survived in passing by his wife, Mrs. Felicia M. Menard; Man’s Best Friend, his dog, Atlas; father, Mr. Raymond Menard Jr. and his wife Pam; sister, Christina Menard and husband Jeff Kirby; niece, Cassandra Kirby and soon to be husband, Shane Fitton. He will be missed greatly by his family and friends.
A memorial service for Brian will be held Friday, August 27, 2021 at 2:00 PM at Forest Park East Funeral Home, 21620 Gulf Freeway, Webster, Texas 77598.
