Judy was born Judith Ester Garwood in Aberdeen, South Dakota, on October 29, 1931. She attended Central High School and graduated in 1949 having played cello in the school's orchestra and been active in the Radio Club that operated WYDT, a station they built with war surplus materials. Her participation in the Photography Club led her to her first profession as an X-ray technician and later as a radiology tech. After graduation, Judy moved to St. Paul where she was trained at the Miller Hospital in the school of X-ray.
In 1950, Judy moved to Corvallis, Oregon, where she worked as an X-ray technician and where she met Willis Marsing who attended Oregon State University. She became Judith Garwood Marsing on June 17th in 1953. Judy moved from Oregon to California when Willis got his first job in aerospace at the U.S. Naval Ordnance Test Station at China Lake in the Mojave Desert. China Lake was an inflection point in the Marsing family that continued to affect Judy's life for eight decades. It was where her children were born; David in 1954, Mark in 1955 and Peter in 1957.
In 1960, Willis's aerospace connections brough Judy to Newport Beach where she raised her three boys. All three boys were active in sports and each eventually became a national champion in wrestling. Willis worked at Aeronutronic, a defense related division of Ford Aerospace in Newport Beach where his focus was on satellites.
In 1978, Willis and Judy had moved to Yakima, Washington, where they owned an apple orchard which for a short time became the focus of their lives. By the 1980's the were back in California, working again in the defense industry. That was when Judy first worked in security for a small defense contractor. Willis died in August of 1991, but by that time Judy had developed extensive expertise in all aspects of security. She was working at Ultrasystems where she found a close group of friends that have been with her and supported her until her recent death.
After Judy retired from Ultrasystems, she began to travel with the Irvine SR Travelers Club. She made many great friends through the club and became a trip organizer and eventually president of the travel club. She visited scores of countries. In 2010, she married Gary Bailey, a retired Navy fighter pilot from China Lake who enjoyed traveling with her. After Gary's death in 2015, Judy continued to live and travel on her own. She didn't travel much after the COVID 19 lock down but she continued to be active until the autumn of 2025 when she moved back to Newport Beach to live out the rest of her life in a comfortable apartment at Crown Cove Senior Living.
