

Duc graduated from Qui Nhon School of Pedagogy and taught at elementary and middle school levels. When coming of age for military service, he entered Thu Duc Academy. Duc was commissioned as warrant officer of the Army of the Republic of South Vietnam. He was promoted to Second Lieutenant and performed clerical work for Quang Ngai subdistrict.
In 1972, he entered civil service in the Ministry of Interior of Quang Ngai Province. His civic salary was comparable to Lieutenant.
He suffered as political prisoner after the Fall of Saigon in 1975 and was released from Gia Lai Komtom concentration camp in 1980.
Duc and his family immigrated from Vietnam to America in 1995 and settled in Dallas-Fort Worth to this day.
He was survived by his wife, Laurel Nguyen Phan, after 53 years of marriage, eldest daughter, Nancy Phan with husband and son, second daughter, Anna Anh Phan, first son, Bruce Nguyen Phan with wife and kids, and second son, Charles Qui Phan.
There will be a two-day visitation for Mr. Duc Van Phan held on Thursday, April 20, 2023 and Friday, April 21, 2023 from 4:00 PM to 8:00 PM at Moore Funeral Home, 1219 North Davis Drive, Arlington, TX 76012.
The Funeral service will occur Saturday, April 22, 2023 from 10:00 AM at St Joseph Vietnamese Catholic Church, 1902 South Belt Line Road, Grand Prairie, TX 76051.
The Committal service will occur Saturday, April 22, 2023 from 12:00 PM at Moore Crematory, 1219 North Davis Drive, Arlington, TX 76012.
