She was born in San Juan, Puerto Rico on June 26, 1943, to Emilio A. Miranda and Elvira Miranda de Echevarri.
Elvira graduated from Richland High School as a member of their first graduating class in 1962. She was married to Phillip Allen on August 17, 1991. Elvira worked in the aerospace industry for 30 plus years.
She is survived by her beloved husband Phillip Allen; daughter Amy Dillon and husband Justin; son Ted Smith; grandchildren Randall Nimon, Lane Dillon, Kaitlyn Dillon, and Hunter Dillon; as well as numerous nieces and nephews. She was preceded in death by her parents, her brother Emilio Miranda and his wife Edith, and brother Rafael Miranda.
