

Penny was born in Green Bay, Wisconsin and moved to Texas with her family as a preteen. She met the love of her life, Neil, at only 18 years old. They fell in love, and as they say, the rest is history. They were married young, but built a life full of love and happiness. Over the years they were blessed with their three beautiful girls: Jessica, Kaitlin, and Madeline.
Penny worked hard to make sure her girls always felt safe and loved. As a young wife and mom, Penny was determined and she worked hard to accomplish the goals she had for herself. Even with young children at home, she graduated from The University of Texas at Arlington with a degree in Social Work. After graduating, she devoted her career to serving, advocating, and protecting children with Child Protective Services for eight years.
After leaving the workforce, Penny stayed home with her girls as they grew up. She loved cooking, reading, watching movies, going shopping, and just spending time with those she loved most. As their girls ventured out on their own, Neil and Penny became empty nesters that enjoyed a peaceful lifestyle. They loved to travel and spend their days together.
Penny held many titles throughout her life. She was devoted wife and mother, a loving daughter, sister, aunt, and friend, but the most cherished title she ever had was Grammy. Over the last 12 years, she was blessed with 7 grandsons and 2 granddaughters. They were and always will be the light of her life. She gave them the best hugs, always spoiled them with surprises, and loved them unconditionally.
She is survived by her loving husband of 42 years, Neil Quinn; her beloved children, Jessica (Nathan) Pipkin, Kaitlin (Briar) Deen, and Madeline Quinn; her nine cherished grandchildren (Holden, Grayson, James, Harper, Graham, Joseph, Beckham, Jasper, and Kennedy); her parents (Gerald and Darlene Davis) her mother-in-law (Anne Quinn); her siblings (Tammy (Jay) Torbleau, Jerry (Sue) Davis, Sherry Lappen, Kevin Davis, and Michael Davis); her many nieces and nephews, her best pup, Lily; and many other close family members and friends. She is preceded in death by her father-in-law, Joseph Quinn; and her four legged fur babies, Morgan, Jingle Bell, Sadie, and Chester.
A service in her honor will be held at Grace Lutheran Church on May 6, 2026, at 10:00 am in Arlington, Texas. Penny loved the colors purple and red. Please feel free to wear a pop of color in her honor. The family requests that in lieu of flowers to please consider making a donation in Penny’s honor to the American Society for the Prevention of Cruelty to Animals (ASPCA) or The Warm Place.
