Walter is one of the most respectful boss and friend ever met. God bless his family. I will always remember him.

I met Walter when I first started teaching at UTA in 1986.  It seemed that he was always at school.  He was teaching classes, he was working on a book with Dr. Qasim.  Walter always helped out when I called him to ask if he would speak to my freshman civil engineering class, and he would do the same when asked to speak to our ASCE student chapter.  Walter also always provided projects for our senior project class (when we could get 4 or 5 students interested in doing a sewage treatment plant).   In addition, he provided one or two people from his staff to work with our students on the project.  

He was an often present, smiling face. Students who were able to work with him on projects were fortunate. They had a good  introduction into our wonderful profession.  I will certainly miss having him to call when I need help with a class.  Mostly, I will miss seeing and chatting with him.

The world is a richer place for having Walter in it.  He will always be in my heart.

Our water community have lost a great leader and mentor. Walter will be remembered and his legacy stays within us to guide our careers as a lighthouse serves as a reference to mariners.
Walter lived by Christian principles and love. He irradiated kindness and expressed a genuine care for others. His smile and welcoming gestures strengthened and comforted many of us in difficult times. 
Walter knew how to transcend barriers and being personal. He showed me the importance of staying optimistic expecting the best in others. Walter’s teachings are making me a better person and I am forever grateful.

Walter Chiang, a kind and generous man who loved everyone and was loved by everyone, was my dear friend for almost 40 years. A veritable giant in the water sector in Texas, he has left numerous important lessons for us about how to live and enjoy life to the fullest while being professionally productive. Always warm, cheerful, positive and encouraging, Walter brightened my day every time I saw him. We are grateful that he inspired so many of us for so long. He always remembered to have a photo taken every time we met, and he made sure he sent the photo to me. Thank you, Walter!

Walter Chiang - the man who made an art of being a human being- the world is so much poorer for his passing. He taught with passion, he helped so many students be able to continue their education, he mentored both those who worked for him and those who worked for others. There was no end to his love and enthusiasm for his church, his family, and our industry.  Walter was both my  professor and my first  employer. It is heartbreaking to think of never again picking up the phone to hear “Hello, Betty. This is Walter, Walter Chiang.” We have all lost a friend and example of what it means to be a professional engineer and just a downright decent human being. Our hearts go out to Sylvia and Darrell and the family at their loss but rejoice with them at the hope their faith gives at meeting him again. God bless and comfort you at this time of sorrow.”

Walter and I go back a long way.  We were at the University of Texas together.  He was a graduate student and taught some of my labs.  I was a lowly undergraduate.

We caught up with each other again in 1974 when I was working for DWU and he and Mike Fuller were at F&C designing a water treatment plant sludge recovery system.  My DWU associates were concerned that the collection tank was entirely too deep.  Fuller kept telling them that it was not and finally said: "We're not digging to China."  It was a tense room when Walter, with a characteristic smile, said: "But if we do I'll know what to say."  We made good progress after that

Walter and I actually went to China along with Frank Honeycutt and Leroy Burch in the early 1990's to discuss building a pipe plant there.  We found lots of needs and interest, but not too much hard currency and the deal never came to pass.  One day we were tag-teaming a presentation to a group of  engineers and manufacturing officials.  I would speak to the group and he would translate.  At the end of a long, hot, Beijing July day, he turned to me and asked if we were almost done.  I told him: "Yes, let's give the call and sing the closing hymn."  He laughed so hard and could only translate that I had told a joke.  Later we had a dinner for the Chinese officials with whom we had visited.  Walter, a devoted Christian, asked me to join him in offering an invocation.  None of our guests had any idea what we were doing, but they seemed to think that, if Wen-Jo was doing it, it must be good, and they all stood and bowed their heads.  He had that effect on people.

I will miss Walter's smile, the handshake always accompanied by an arm around the shoulder and a "Hello Chin-Do", the Chinese name that he bestowed on me, the engineering collaboration, the friendship, and, most of all, the sense of ethics and values.

Godspeed, my longtime friend.   Grant him eternal rest, O God, and may light perpetual shine upon him.


My condolences to the family.  I worked at Hydroscience with Walter back in late 70s.  We spent time together in the field during wastewater pilot studies in Houston Texas area.  Got to know him well and saw him over the years at WEFTEC. He went on to develop and lead his own company CP&Y.  He had a great career.  He was a kind, caring gentlemen and a great environmental engineering colleague.  I remember our get togethers at WEFTEC conference with our mentor Wes Eckenfelder. It was so sad to hear of Walter’s passing. My deepest condolences go out to Mrs. Chiang and family. I first met Walter in 2008 while Paul Chang and I visited alumni of Chung Yuan Christian University (CYCU) in Dallas. Walter, an Outstanding Alumnus, always so generously supported his alma maters. During our visit, he took it upon himself to host a large alumni dinner event in his company’s facility. His warm hospitality touched our hearts and has stayed with us ever since. Walter’s contributions bolstered not only the Dallas Area Alumni Chapter but reached even wilder still-to students on campus, and to the university as a whole. We are proud of Walter’s successful career and professional achievement. We even more appreciate his kindness, thoughtfulness, and generosity to his alma maters. We will always remember Walter and thank him for all he has contributed to Chung Yuan Christian University.

Walter was a such kind person to treat his university alumni well. He was not only fully supporting the school fundraising activities in the past many years, but helping people in many different ways. When I and President Wan-Lee Cheng visited Dallas twice, he was showing his hospitality to share his company's facility to support big alumni gatherings. I am in deep sorry to hear his pass away, and miss him a lot. His kindness and generosity will be foreever staying  in my memory.

Silvia, Please accept our most sincere and deepest condolences.

Although we have not been able to meet in recent years, I know Walter and I would always feel we are closest friends. He will always be in my heart.
While a lot of us are sorrowed over his leave, we should also congratulate Walter, you left with a 4.0 record.
You had been an outstanding scholar and engineer, and most importantly, a real gentleman.

Sylvia, Darrell, and the CP&Y Family, I am so very sorry for your loss.  Walter was a blessing to everyone who passed through CP&Y’s doors, yet he always made each of us feel like a treasured friend.  I first met Walter (and Pete) in the early 80’s on a joint project when I was in the construction industry. Over the next couple of years, Walter convinced me to change career paths (to engineering of course) and he kept in touch and continued to mentor and encourage me.  He became a trusted advisor personally as well.  I will miss his wise counsel, his kindness, his Christmas messages, and his warm smile.  The World is a dimmer place for the loss of Wen Jo, but a better place because of the legacy he leaves behind.     

My deepest condolences go out to Sylvia and the Chiang family. There are not enough words to describe the amazing person that Walter was. I had the honor and blessing to meet Walter thru the North TX Chinese Engineers and Architects Associations (NTCEAA). He was the kindest, most generous person I knew. He was so welcoming to everyone! His smile and laughter always made everyone feel warm and welcome. He always offered to host the NTCEAA parties at CP&Y and I remember at one party, he brought a HUGE box overflowing full of gifts for the lucky draw! I will always remember cutting apples in the kitchen with Walter and Sylvia for the party, where Walter made us laugh so hard with his jokes! Only Walter could make a simple chore so much fun! Walter was like an uncle to me and so many others. Heaven gained an angel for sure, and I can't wait for the day when we will all be together again in the presence of our Lord Jesus Christ. Until then, Walter's legacy will live on forever in those whom he touched so dearly. 

I still remember when I first met Walter. It was at a crowded  gathering at Texas Water. There were engineers, vendors, government officials, and plant operators. It was like all the people in the Texas water industry were there. I was a young timid nerdy engineer and was still trying to figure out if I belonged to the party, then Walter came in to room. I knew who he was because everyone in our industry knows him, but he obviously didn't know me. But it didn't matter. As soon as he noticed me looking his way, his face lit up and he started making his way towards me by splitting the dense crowd while greeting perhaps at least five people along the way. Then we started chatting. He asked who I was and where I came from. After hearing that I was from China, he grabbed my shoulder and dragged me to the corner of the room that was slightly less crowded. He then took out a business card of his and a pen. Under the very dim light, he wrote his last name on the card in Chinese. It is one of the oldest and most storied last names. We ended up talking for nearly 30 minutes.  That was the beginning of a friendship between two people 30 years of age apart. And then the rest is history.  

Over the years I have always wanted to team up with Walter on projects but it never happened. I can't imagine how thrilling and fulfilling it would be if it did happen. Now I have forever lost that opportunity, but it does not mean I didn't learn from him.  There were numerous things that I should or did or tried to learn. The way he approached people, the way he treated youngsters, the way he commanded the crowd with his charisma, etc. His smiles alone, the type of smiles as Scott Fitzgerald described, "one of those rare smiles with a quality of eternal reassurance in it, that you may come across four or five times in life", will take me the rest of my life to admire, digest and hopefully mimic to some degree.

Walter,  I am going to miss you!

I was a relatively young engineer, about 4 years into the water industry, and I had just been hired at CP&Y. The dynamic I had with all my supervisors and colleagues was always very metric related; what work needed to get done, and how fast it could get done, so I was always serious, focused, and relatively stoic towards my craft. I remember when I first met Walter, traveling to the Dallas office and meeting him for the first time brought a breath of much needed fresh air to the world. He was encouraging, hopeful, brilliant in his field, and made me feel so proud of the work we did. So much so it reinforced my passion for our craft.  He was kind, engaging, and always lent an ear when needed. I will forever be grateful to Walter for being such a wonderful pillar and a great example of what a mentor and businessman should be.  He will forever live in my memories.  

Walter is the most humble and kind person one can ever meet in the world. His big smile and encouraging words always give people, especially young engineers, confidence to fulfill their dreams.
Ever since my wedding, both Walter and Sylvia become friends to my family.  They are warm and kind, and every time I met them, they will ask me to pass their best wishes to my husband.
Walter will be missed sorely by everyone. We will keep Sylvia and family in our heart. 

May Walter Rest in Peace.  He was very friendly and welcoming.  Whenever we are in a meeting, conference or seminar, he will always make an effort and  come visit-meet and say hello, see how things are going.  He was a gem of person and will be missed by many....Regards. 

Walter always had the biggest smile on his face every time we met at meetings, conferences or even at the project site.  He was an amazing mentor to me from the very first day I joined the water industry.  His love for everyone he knew was contagious and he always encourage those around him. He will be missed. 

My wife, Anna and I send our deepest condolences to Walter's family! We pray for peace and strength through this time.

What wonderful memories I have of Walter. I had the opportunity to work with him during the 1990's and was always amazed at his grace, his sincerity, and his ethics. He truly cared about others and set a high standard for himself and those around him. He was  considerate and a true gentleman in everything he did. His quiet manner and thoughtful insight into problems made him an engineer's engineer. My father died four years after my retirement from Dallas Water and Walter was there to add his support and comfort. I will truly miss him. 

Walter Chiang was the nicest and most caring of anyone that I ever worked for. I’m sure that I’m not the only one but, Walter genuinely grabbed my hand and thanked me sincerely for coming to work for CP&Y, back in the fall of 2001. I will never forget. My path as an infrastructure electrical engineer changed that day for the best.

Sylvia, Darrell, & Family, I was so very saddened to hear of Walter's passing. I so appreciated my time with the CP&Y family and a large part of that was Walter's influence. Walter was one of the kindest and most generous people that I have ever met! His grace and joyous approach to life and the people in it could be felt by anyone who met him. His visits to our office in Austin always left the team knowing that here was a man who cared more about us than anything else going on.  People and their lives mattered to him and I will never forget the good feelings he radiated. Sending our love and peace, the Nachmans.

Being involved in industrial waste treatment when I first got out of college, I have known Walter as an expert for many years.  When his company CP&Y, Inc. bought my East Texas firm in 2017, he came to Longview several times to visit us.  He immediately decided to support the Civil Engineering program at LeTourneau University from which we have hired two recent graduates and a number of interns.  He would always recall designing the waste treatment plant for the Schlitz brewery in Longview.  It was one of his first industrial waste treatment projects.  He regretted using a single, large surface aerator in the activated sludge aeration basin instead of multiple smaller units.  The wastewater plant, and single aerator, was still in operation when the brewery closed in 1999.  He would always enthusiastically say, "Let's find another project here in East Texas that we can work on together."     He was a strong Christian, as well.  He had our photo taken standing together in front of the scriptures that I post on the white board in our break room.  I will certainly miss him until we are reunited.

Walter shared with us that in college his friends nicknamed him the Hong Kong flash. I can't imagine he ever wasted a moment of his life.  Walter, we will all miss you.  You were one of a kind.  

I met Walter and Pete (Patel) in 1984 or 5  when working for Frank Honeycutt.  Walter was always mentoring and caring about students and others.  And most of all, he had a huge smile and a warm handshake when he saw you.

My husband, Don, and I both send our condolences to his family.  



I never saw Walter without a huge smile on his face!  Always a high energy welcome and was so engaged in his communication.   Personalities like Walter are always a bright spot for those fortunate enough to know them.  Very sorry to hear of Walter’s passing.  He will be dearly missed.  

Walter was one of my graduate advisors at UTA in 1980. He hired me at Brown & Caldwell and took me on a week long trip across the western United States.  We were doing a RCRA compliance study for The Western Company oil field service company.  We worked together at B&C for 3 weeks.  Then he resigned.  He left me to complete the project and started Chiang & Associates.  I was scared to death, but it was a comfort knowing he trusted me enough to not screw up the project too much.  I helped him move his furniture into his new office.  We continued to work together on a wastewater treatability project for Purina Foods in Meridian, Texas where they made foot long hard boiled eggs.  Of course, I'd see him annually at Texas Water.  Every time I saw him he would ask about my wife and kids.  I loved Walter Chiang, as we all did.  He will be greatly missed.  I know he was a follower of Jesus Christ and is now in a better place.

Walter Chiang will be dearly missed.  He was a wonderful man, mentor and a giant in the water industry.  So kind and loving to all.  I will miss you, Walter!

I enjoyed so many great memories with Walter during our days together in Graduate School at the University of Texas.  Walter will always be remembered for the contributions he has made in the field of Environmental Engineering.  Always looked forward to visiting with him at WEFTEC and Texas Water -- every year to catch up on what we both were doing in our respective careers. Gerald and I are saddened that Walter has departed this earth.  The world is now missing one of the kindest souls we knew.  Rarely have we encountered someone who so readily embraced everyone with such genuine warmth. Whenever we met, it was as if reconnecting with family.  His contributions to the world’s water quality were monumental, but most important was  his example of kindness and grace to his fellow man. His memory lives on in all of us. 

What a great loss. You will live on in the memories of your knowledge and willingness to share it, your tremendous impact, and your kindness and encouragement to everyone you met! Condolences for all the family - sending my very best in these times of grieving.

Our sincerest condolences to the family for the loss of a great man.  Having shared many trips with Walter and long discussions about life and work, I got to know a very  quiet, sincere, nice and professional person. Walter was a dear friend and a mentor for me in my professional career and personal life and I am tremendously grateful for the time he shared with me.  His service to the industry was far reaching including academia where we first connected with his service as an adjunct professor to Masters students in the 1980s. He was a good guy that always reached out to counsel the rest of us and he will be missed. 

Sylvia, Darrell, & Family, Walter made such an impact in this world. He poured his love into everyone he encountered. His legacy carries on in each of us that he touched. Like many others, I will miss Walter not only because of his well-deserved professional standing in the water industry, but also because he was exceedingly kind and encouraging to all those around him, particularly young engineers.  His cheerful disposition and deep knowledge were a wonderful combination. He was a blessing to all who knew him. 

Walter was greatly admired by Jack and Bonnie Moseley.  We talked often of his many qualities; intelligence, motivation, compassion,  code of ethics, kindness - and his sweet smile.  Walter will be greatly missed but will live forever in our hearts.
