Age 79, of Banning, California, passed away on Thursday, August 29, 2013. Colonel Loy was born February 11, 1934 in Indianapolis, Indiana. He served in the United States Air Force for 30 years. He began his career as a navigator on B-47’s and B-52’s. Later he became a staff officer and served as Chief of Staff for Communications at SAC Headquarters and Space Command Headquarters. Colonel Loy’s decorations include Legion of Merit, Bronze Star and Meritorious Service Medal. Other medals include the National Defense and Vietnam Service Medals. He is survived by his wife, Joyce; son, Matthew; 2 daughters, Kelly Springer and Julie McManus; sister, Sandra Davis of Beaumont, CA. A graveside service will be held on Friday, September 27, 2013 at 2:00 pm at the Riverside National Cemetery, 22495 Van Buren Blvd., Riverside, CA 92518 – Staging Area #1.
