I think that Ed "Buddy" Cotter was a playmate of mine growing up in Dundalk in the late 1940s. He was a great friend with whom to grow up.
 We had lots of fun. He grew into a wonderful.man, as the tributes indicate. If this is the wrong Buddy Cottet, I apologize.

I am very sad to just learn of the passing of Mr. Cotter.  Those it's been years even decades since I saw him last the fond memory of my friendly neighbor who told me exciting stories has not faded.  I was always remember Mr. Cotter warmly and am glad to have known him. My belated condolences the family

Bud will always be in our hearts,  Wonderful memories, summer nights talking and laughing and we sure have many stories from those days. His wit and sense of humor will always be remembered.  I miss those days.  Ginny, Carrie, Amy you are like family.  Rest in Peace Bud.

I will always cherish my fond memories of Uncle Buddy, never without a great joke and plenty of laughter in his heart. I feel a sense of peace knowing that he is with my Mom, his Sister, in life everlasting. Our love, thoughts and prayers are with you Aunt Ginny, Amy, Carrie, Greg and family as you walk through this journey of healing.

I worked with Ed for over 20 years. He was a cheerful, charming gentleman, with a witty, brilliant mind. I'm thankful for having known him.

Ed was an outstanding boss, a great mentor and a steadfast friend.  We will truly miss him.

I had the privilege of working with Ed for only a couple of years, and nearly 20 years have passed since then, but he remains so vivid in my memory.  He was an expert in his field who never stopped being curious and was always discovering something new.  Ed looked forward to finding new ways to tackle really hard problems.  His interest and insight into people were profound, and he never hesitated to share his thoughts and impressions.  He spoke so lovingly of his family; I share in your grief.

Dear Ginny, Carrie, Amy and family,George and I are so sorry for your loss. We have very fond memories of Bud with his jokes and stories. We enjoyed times together with all of you along with Gregg, Angie and the girls. Great neighbors and good friends, we just couldn't seem to get together once we moved from Pt. Pleasant. Bud never complained just kept on going.  Brooke still remembers all the rides he gave them and all the good times.  You both were their second set of grandparents.  May each of you find Peace in knowing you have a Special Guardian Angel watching over you. Bud will be missed, May he rest in peace. He is not gone, He is just away. May God Bless you during this very difficult time.

I knew Buddy from the time he was around 12 years old and have a lot fond memories of him.I'm happy that he was part of my life and will certainly miss his fantastic personality.

We met Bud and Ginny over 30 years ago just before Greg took Carrie to the senior prom and immediately became a member of his flock. Bud was more than just a friend, acquaintance, or member of the family, he was like a Shepard who lead us through an awesome journey with his outstanding grace and compassion, his incredible knowledge and wisdom, and his sharp wit and humor. Our thoughts and prayers are with Ginny and the family, even in his passing he will continue to lead the journey.

He was a wonderful husband, father, grandfather and uncle. He was always smiling and joking. He never let life get him down. I feel comfort, and I hope the family can take comfort, knowing that he's with his loved ones that have passed before him and, like them, he's 100% healthy now. Our love and condolences to everyone.

He was a truly wonderful man.  I feel especially lucky to have him as my Godfather.  He will be missed by all.  Heaven has gained another angel!

Ginny and family, so sorrry for your loss. Eddie and I became friends during my last 10-12 years at the Agency, though I knew him much longer. I will always remember playing the Song of the Day game when he got into work every morning. On his way in, he would catch the country western song of the day and quiz us until we got it or gave up. Invariably, Eddie would have just one little hint not quite right and he would have to ask his car pool partner David Welch before we could finish the game. I will also remember driving him to luncheons in his van. One time in particular that he never let me forget was when I nearly missed the turn to our destination and had to slow quickly and turn a bit too sharply for Eddie and his wheelchair. He claimed I turned on two wheels causing his head to slam into the passenger window. Eddie always had a tendency for the dramatic. Nonetheless, I was relegated to the bottom of the driving list after that. 
     I will forever remember Eddie as a caring friend who always wanted to help anyone in need. I think he felt that this was one of the reasons he was there - to help others. Rest in peace my friend. Ginny, may you take comfort in the wonderful memories.

Like all the others who had the great good luck of working with Ed, I too was always touched by his warm heartedness, his passion for his work, his selflessness in teaching, and most of all his sly, rapier wit.  We've missed his presence in the workplace and the Intelligence Community has felt his loss.  All who knew him will remember times together fondly when they hear the news. Smiles and tears will mingle.

Although I heard about his family plenty, I'd never seen all the pictures that you've posted.  Somehow or another Ed's always in the center of a bevy of lovely women! Or the center of attention for legions of Ed-inspired-for-mischief-no-doubt grandchildren. And he looks remarkably dashing in a tuxedo!  Who would have known?

The love evident in all the pictures speaks volumes about the hole he'll leave in everyone's life.  But the fact we've all been blessed to share parts of our journey with him makes us richer and more conscious of our own obligation to try to give as much love and joy as Ed did.

Ed Cotter was one of my most memorable mentors. He was a good friend, always willing to help folks through tough times. He often spoke of his family especially his grandchildren; he was very proud of them and all their many talents. A quick wit He was always good for a laugh. Ed, you will be missed sir. So sorry of hear  of his passing.  Whenever we were in his company I always felt like we just saw him yesterday even though it was probably years ago.  Gary has such fond memories af him and tells such stories of their escapades as teenagers.  I can't imagine any get together without his being there.   Our prayers are with you and your family.

My sincere condolences to the Cotter family. I only knew Ed since 2012 when I started to work with him.  He always talked about his family which was very important to him.  He will be missed.

It was my great good fortune to work with Ed and to observe his people skills as well as his subject expertise. Ed and I became such good friends while we worked together. He encouraged me to go out and seek new adventures and supported me in every one!! Ill remember and miss him always!

Funny story - his voice activated software didnt like Robin and threw garbage in his screen whenever he said my name, but it got robinski right every time. So my email name  will always be robinski in honor and memory of Ed. Godspeed, my dear friend!

So sorry to hear about Bud's passing! Although with us being so far away we haven't seen you all much during the past 14 years but the couple of times I did he always had a smile to greet me. Our hearts go out to you all!
