

Bill was born February 16, 1942 to William and Anna (Foertschbeck) in Baltimore, and grew up in the Highlandtown area. He attended Sacred Heart Grade School, Baltimore Polytechnic Institute (1961), and eventually graduated from the University of Baltimore (1970) after earning his Juris Doctor.
While studying for his law degree at night, Bill worked for Penn National Insurance as an underwriter and decided upon graduation to remain in the insurance business. In 1981 he purchased W.G. Oliver Agency in Timonium, Maryland and eventually moved the business to Bel Air, where it is continues to thrive to this day under his son’s leadership.
Bill proudly served in the Coast Guard Reservist for 8 years. A true son of Baltimore, Bill was a duckpin bowling enthusiast, and at his peak participated in multiple leagues each week. When the weather was right, he loved hitting the links, and took pride in passing that love of golf to his son and grandson. Finally, he was a dedicated fan of the Orioles and Ravens, watching O’s games up through his final hours.
As a teen, Bill met Kathleen (Helminiak) while playing softball, and never left her side. They were married on June 4, 1966, and just recently celebrated 58 years together.
He is survived by his wife Kathleen, daughter Kristin Lynch (husband Denis) of Aldie, Virginia, son Gregory (wife Marissa) of Bel Air, and grandson Matthew Lynch. He was predeceased by granddaughters Meghan and Paige Lynch. Bill is also survived by his brother Robert of Baltimore, and leaves behind countless nieces, nephews, and extended family, as well as his beloved dogs Lucy and Scarlett.
Those who knew Bill best will always remember his smile and big, hearty belly laugh. He brightened people’s lives with joy, friendship, and a helping hand, and never had a bad word to share about anyone.

The family hopes you’ll join them in celebrating Bill’s life and life’s work for a visitation held on Thursday, June 27, 2024 from 5:00 PM to 8:00 PM at Schimunek Funeral Home of Bel Air, Inc., 610 W MacPhail Rd, Bel Air, MD 21014. A Funeral Mass to be celebrated on Friday, June 28, 2024 from 10:00 AM at Saint Ignatius Catholic Church, Hickory, 533 E Jarrettsville Rd, Forest Hill, MD 21050.
