

Born on January 26, 1931, in Long Beach, CA, to Lowry and Eunice Penrod, Penny was the oldest of five daughters. After graduating from Avondale High School (Auburn Heights, MI) in 1949, Penny attended Spring Arbor College (Spring Arbor, MI) until she married her husband Russ on July 28, 1950. In 1967, Penny and Russ moved from Ortonville, MI, to Clearwater, FL, with their six children.
Penny was predeceased by her daughter, Diane R. Pacecca (1997); husband, Russell L. Cullum (2004); husband, James H. Raver (2017); son, David L. Cullum (2024); sister, Yvonne Rice (2008); sister, Pamela Blomberg (2016); and sister, Jacqueline Rupert (2021). Penny will be dearly missed by her loving family which includes her youngest sister, Deborah Smiley; her children, Doug (Joyce) Cullum, Denise Cullum Masciarelli, Dudley (Valerie) Cullum, Debbi (Mike) Nolan; daughter-by marriage, Sandra Cullum; grandchildren, Kyle (Michelle) Cullum, Sam (Amber) Cullum, Stephen (Elizabeth) Cullum, Shawn (Drew) Guilianelle, Tony Guilianelle, Alisa (Larry) Petry, Philip Cullum, Rebecca Cullum, Matthew (Jackie) Cullum, Tyler (Jessica) Nolan, Dylan Nolan, Drew Baumgardner, and Isaiah (Morgan) Cullum; twenty-four great-grandchildren; and many nieces, nephews and extended family.
Penny was a loving spouse, mother, grandmother, and great-grandmother. She dedicated her life to caring for her family and friends. Penny worked tirelessly in the day-to-day operations of Florida Electrical Service, which she helped launch with her husband, Russ. After Russ’s passing, Penny married Jim Raver and enjoyed traveling and visiting with their blended families. Penny was deeply committed to living out her faith in Christ through volunteer ministries and faithful participation in church, including Oxford (MI) Free Methodist, Clearwater-Largo Free Methodist (FL), Spring Lake United Methodist (Brooksville, FL), Dade City Free Methodist (FL), St. Dunstan’s Anglican (Seminole, FL), Wahoo Baptist (Bushnell, FL) and Community of the Savior (Rochester, NY).
A service of thanksgiving to God for the gift of Penny’s life will be held at Spring Lake United Methodist Church in Brooksville, FL, on Tuesday, June 10, at 1:00pm.
