Born in Jacksonville Beach, Florida on April 18, 1941, he was the son of the late Reverend Walter Lamar Pipkin and Mildred Peddy Pipkin. Marvin grew up in Waycross, Georgia. He graduated from Waycross High School in 1959 and earned an undergraduate degree from Mercer University in 1963.
