

Born June 24, 1952 in Augusta, GA, raised in New York, Neil spent 20 years in the U.S Navy which brought him to San Diego. He obtained the rank of Chief Petty Officer in which he took great pride. While in the Navy, he received a degree in Education from Southern Illinois University. After retiring from the Navy, he was employed by CACI for 25 years. During those years, he worked as an expat living in Guam and then Singapore.
Neil enjoyed life and had a love of music, always humming or whistling, and had song on his lips, singing, although not necessarily on key. When he was old enough to drive, he started a business doing light shows with equipment he and his father, Charles, built. He provided lighting for Radius, a Long Island band in the 60’s, at their gigs.
Neil had a special knack for enjoying life, staying young at heart, and sharing that with others. Wherever Neil was, he always knew the best things to do, even the locals would ask him for advice on where to take their visitors. He was the ultimate tour guide, and he created wonderful experiences for those who joined him on any of his adventures. He always had a story to share or a joke to tell.
Neil is survived by his wife Aniceta of Chula Vista, his brother Doug of Chula Vista, his daughter Sheila of Fredricktown, MO, and three grandchildren.
Funeraria Del Angel Humphrey, 753 Broadway Broadway, Chula Vista, California 91910, will host his memorial service on Monday, November 28, 2016 at 5:00 p.m. His interment will be at Miramar National Cemetery on November 29, 2016 at 10:30 a.m.
