As a little kid running around National City I had clout since my uncle was a cop. I did miss out on the coolest thing of all when I moved. I never had the opportunity to get arrested in High School and removed from the class room. When I would tell my friends that Uncle Phil did that to my brother they all thought that was awesome. I no longer have an uncle to talk football and NASCAR. He will be missed, but he has plenty of company with those that have gone to be with Jesus before him.

Bill Vandever (Uncle Tolbert's son) Sorry to hear the news about Philip Milligan. Back in 1946 he accompanied grandmother Vandever on a train trip back east to visit us in Philadelphia. Philip and I roomed together on the third floor of our parsonage, and spent time listening to the World Series (Red Sox vs Cardinals). I remember going to the train station with dad to see them off, and he said "That is the last time that you will see your grandmother." That was the first time that I realized that life really does end." Grandmother Vandever died in March 1947.

I had no idea what a special man I was moving next door to back in June of 1988.  The neighborhood always felt safer knowing you were in it. Thank you for your friendship over the years. You were loved and will be sorely missed by many. I'm honored to have called you friend.

Querido DAD:
You have been the only father figure in my life since I was 16.  Your positive guidance and loving care has been a blessing in my life and to both my brother-Doug and sister-Julie! I thank God for the Big sisters program where I met my true big sister Jill bug.  My heart is sad but I am at peace knowing that you are no longer in pain. I will keep a candle for you and carry the happy, silly jokes and fun memories of you in my heart forever!
Yes, I will continue to take care of mom.  Hope you are proud of me, I Re-enlisted for another 6years in the Navy Reserves.

I believe Mr. Milligan was a coach on my Little League baseball team back in the 1950's. We would have practice after school and he would show up after work on his 3-wheel Harley Davidson National City Police motorcycle. Oh, how the boys used to enjoy taking turns climbing on it and, at only 80 pounds, trying unsuccessfully to budge the kick starter. He never seemed to mind. A nice man.

You have always been special. My guardian and friend. You will always have a special place in my heart.  Tell Mom I said "Hi". Love, Joan & Vance

Cousin Phil, you are in many of my fondest childhood memories. Your smile and sense of humor, your dedication to your family and your job, your zest for life... Even though you will be greatly missed, I know you are in a wonderful place now. I love and miss you.

Uncle Phil will be missed by everyone who knew him. He made us laugh even when he wasn't feeling good. We'll never forget his Scottish kilt falling down on the way to Jill's wedding.
