

William “Bill” Frank Carter, 88, of Colorado City,Texas, went to be with his Lord and Savior on Monday, August, 29, 2011. A service honoring his life will be held, Wednesday, August 31, 2011 at 10:00 A.M. at First Baptist Church in Colorado City, Texas with Dr. Ted Spear officiating. Interment will be at Colorado City Cemetery.
Mr. Carter was born on February 25, 1923 to William F. and Josephine Burry Carter, in Curling, Newfoundland, Canada. After coming through Ellis Island, New York, New York with his family at the age of 4, he lived in North Carolina, until the age of 13, when he moved to Big Spring, Texas. His parents were Salvation Army Majors. He graduated from Texarkana High School in 1940. He was married to Doris Elliott Montgomery on December 24, 1942 in Abilene, Texas.
He served his country in the United States Army Air Corps for almost 3 years , during World War II and was honorably discharged. They returned from Colorado to Colorado City, Texas. They had four children, Judy Crow and husband Dwain of Garrison, TX, Donna Higginbotham and husband Donnie of Shallowater, TX, Connie Waldrip and husband Mark of Colorado City, TX, and Craig Carter and wife, Lynnetta (Lynn) , of San Antonio, TX 11 Grandchildren and 7 Great-Grandchildren
Mr. Carter was co-owner of Colorado Sand and Gravel Company, with his brother-in-law, Owen Lee Montgomery, before being elected to County Judge in Mitchell County. He served as County Judge for 21 years before retiring in 1998. He was a member of the First Baptist Church, where he served as a deacon and interim song director on many occasions. He was active in the Lions Club., and served on the Colorado City School Board. He was the liaison for the Salvation Army and their work in Colorado City.
Mr. Carter was preceded in death by his parents, his wife Doris, of 60 years, and two brothers, Leslie Carter and Llewellyn (Lew) Carter. He is survived by one brother, Maxwell (Max) Carter, of Texarkana, TX, four children and their spouses, 11 Grandchildren and 7 Great-Grandchildren
