

Elaine a.k.a. Dee Dee Palmer Settle born on July 13, 1948 in Sacramento California passed away peacefully on July 22, 2025 in Auburn, California. Dee Dee was born and raised in West Sacramento, Ca where she remained for most of her life. She was 1 of 5 children born to the late Fred and Ramona Palmer and very proud of her Italian/Irish heritage. She was a loving daughter, sister, Aunt, Spouse and Godmother. Dee Dee married her husband of 40 years, Kenneth Settle, and they lived a beautiful life together filled with faith, love, family and friends. She will be forever known as a kind, sweet and loving spirit - she cared about everyone deeply and was always there when you needed her. Dee Dee was a woman of strong faith and known as the family’s “Prayer Warrior”. She also was an amazing vocalist. Her beautiful and strong voice will forever be remembered by her family and friends. She loved sharing life’s adventures with her husband, Kenny, incredibly proud of her many family members, loved her community and loved becoming a part (along with her husband, Kenny) of an amazing church family, at Trinity Presbyterian. She enjoyed a little travel, family celebrations and leading Bible Studies in her home.
Her proudest moment was when her and Kenny became Godparents to their niece, Ashley Williams Dammeyer (Mona and Gary’s daughter) and Great Godparents to Ashley’s (Michael) two little boys.
Dee Dee was preceded in death by her parents, Fred and Ramona Palmer, Brothers, Ronnie and Jack and sister, Charmaine “Sherrie” Palmer Wood.
She is survived by her loving spouse, Kenneth Settle, youngest sister Mona Palmer Williams (Gary) and numerous loving nieces and nephews.
Her celebration of life will be shared by close family and friends on August 2, 2025, at Trinity Presbyterian Church in West Sacramento. Dee Dee’s final resting place will be at Mount Vernon Mortuary Memorial Park.
In lieu of flowers, the family ask that donations be made to Sutter Health Hospice in Sacramento, California or a charity of choice, in her name.
