

Richard Layden Bowser of Rocklin, CA, passed away at the age of 75 due to a heart attack. Born in Natrona Heights, PA, on October 22, 1947, to Layden Jacob Bowser and Laura Zaborowsky Bowser, Richard lived a life deeply rooted in service, love, dedication, and passion.
Richard's pursuit of justice extended beyond his Doctorate of Law from Lincoln Law School. As a police officer in Oakland, CA, he upheld the principles of protection and safety. His tenure at the Sacramento County Counsel, particularly in the juvenile court, was emblematic of his unwavering commitment to service. There, he fervently worked to shield vulnerable children from abusive or neglectful environments, ensuring they had a chance at a brighter future. On September 15, 1971, in Oakland, CA, Richard united in matrimony with the love of his life, Connie Lee Norton. Their union was filled with cherished memories, and together they welcomed their beloved daughter, Julie Bowser.
Richard's backyard in Rocklin was more than just an outdoor space; it was a haven for over hundreds of songbirds who sang by the feeders outside his den windows, and squirrels he so loved to feed. To him, every creature had a place in this world and deserved love and care. A lover of art, sports cars, and the serene shores of Monterey, Richard had diverse passions. But above all, it was his ethos of service that shone brightest, always putting others before himself, and making a tangible difference in countless lives.
He is survived by his devoted wife, Connie; their loving daughter, Julie; and the songbirds that will continue to serenade in his memory. Richard was predeceased by his parents, Layden Jacob Bowser and Laura Zaborowsky Bowser.
In Richard's memory, we are reminded of the power of service, the importance of protecting those in need, and the lasting impact one can have on the world. His legacy is one of dedication, love, and an unwavering commitment to making a difference. He will be deeply missed but forever remembered. Rest in peace, Richard.
