

Born on April 28, 1946, in Harrisburg, Pennsylvania, Sandy brought warmth and joy into the world from the very beginning. Over the course of her life, she built a legacy defined by hard work, vibrant friendships, and a deep love for adventure and community.
Sandy was the proud owner of Happy Homes Construction Cleaning, a business she operated with dedication and integrity for 35 years. Through her work, she not only built a successful company but also created lasting relationships that extended far beyond the job site.
She shared her life with her beloved wife, Debbie Billman. Together they created a home filled with laughter, love, and shared adventures. Sandy’s zest for life was evident in everything she did from RVing across scenic landscapes to playing golf and pickleball with friends. She found joy in bike riding along coastal paths, traveling to new destinations, and spending time near the ocean. Whether surrounded by nature or gathered with loved ones, Sandy embraced every moment fully.
Sandy had an extraordinary ability to connect with people. Her smile lit up every room she entered, and her laughter was contagious. She made friends instantly and cultivated a wide circle of people who cherished her presence. Her warmth and openness left an indelible mark on all who knew her.
She is lovingly remembered by her wife, Debbie Billman; her sisters Yvonne “Bugs” Jacoby and Shirley Martin; her niece Lori Goin and husband Cavin Goin; as well as numerous nieces, nephews, and many dear friends who became like family over the years. She was preceded in death by her parents, Robert and Dorothy Riley; her brother Robert Riley; and her sister Jane Butler.
A celebration of Sandy’s life will be held at a later date among those who knew and loved her best.
