He received his bachelor's degree in English literature from Virginia Commonwealth University and his master's in library science from Florida State University.
He is survived by his sister, Susan Wilson and husband Glenn of Richlands, N.C.; two brothers, Mark Manning and wife Donna of Lexington, Ky., and Daniel Manning of King George County; niece Melissa Manning; and nephew Christopher Manning. He was preceded in death by his parents, Raymond and Crystal Keneman Manning.
The service will be private.
Arrangements are being handled by Mullins and Thompson Funeral Service, Fredericksburg Chapel.
