

Licia was born to Joseph Nicholas Mastrangelo and Vera Corona Mastrangelo on March 13, 1950, in New York, NY. She graduated from Dominican Academy in New York City in 1967. In 1971, she received a BA in History and Education from D’Youville College in Buffalo, NY, and in 1975 an MA in Education and Counseling from Sul Ross State University in Alpine, TX.
She married Guillermo “Willie” Chavez in 1971. Willie had a career in corporate law and worked for IBM, Compaq Computers and HP in a variety of cities in the US. They finally settled in Houston after retirement in 2005. Together, they raised 2 boys.
Licia had a deep love for her family and treasured the time they spent together. Nothing brought her more joy than gathering everyone around the table for Sunday family dinners and celebrations. She was endlessly devoted to her children and grandchildren, whose lives were the center of her world. Her warmth, generosity, and unconditional love shaped their lives and will continue to guide them always. She also had a passion for education, walks at Memorial Park in Houston and Sabino Canyon in Tucson, AZ, historical tours in Europe and French Poodles.
She was survived by son Alex Mastrangelo Chavez and his wife Katie who live in Tucson, son Chris Lorenzo Mastrangelo who lives in Houston, grandson Dashiell Mastrangelo Chavez, Tucson, grandson Vincent Lorenzo Mastrangelo and granddaughter Abrielle Mastrangelo, Houston, TX.
Also surviving are her sister, Virginia Mastrangelo Grabowski, her husband Dr. Eric F. Grabowski, her brother Joseph C. Mastrangelo, his wife Janet Mastrangelo, In-laws Nacho and Athena Chavez, Hilda Luz Chavez and Annemarie Losinno.
A memorial mass will be celebrated from 2:30-3:30PM on Monday, March 9, 2026, at St. Michael Catholic Church in Houston. It will be followed at 5-7PM by a public viewing in the Grand Chapel at Forest Park Lawndale Funeral Home which will include a rosary from 5:30-6PM.
Burial will be at 10:45AM on Tuesday, March 10, 2026, at the Houston National Cemetery.
