Michael was born January 17, 1950 in Abilene, Texas to Jesse F. and Etta Maxine (Vaughn) Payne. He was a graduate of Iowa Park High School.
Surviving relatives include his sister, Penny Lou Mattos of Iowa Park, Texas; brother, William H. Payne of Missouri, Texas; three nieces; one nephew; six great nieces and two great nephews.
