

Cathy was born in Memphis,TN on December 28,1961. Her family moved from Memphis, to Akron, OH, followed by Atlanta, GA and finally settled in Tampa, FL. She grew up with brothers who teased her unmercifully, but she took it well!
She spent her teenage years actively participating in the youth group of Lake Magdalene United Methodist Church where she was a member.
Cathy attended Chamberlain High School in Tampa, where she was secretary of her service club, Opti-Miss, and in the National Honor Society. She was smart and an excellent student. She graduated in 1980.
Cathy was a fun-loving girl and young woman. She loved the beach and hanging out with her high school friends, with whom she remained close friends throughout her life.
Cathy attended Emory University in Atlanta where she obtained her undergraduate degree in Business. She was a member of Kappa Kappa Gamma Sorority.
While at Emory Cathy met the love of her life, Ken. After graduation, they married on August 18, 1984 and remained in Atlanta where Ken attended medical school and Cathy worked in the Marketing Division of Blue Cross Blue Shield. In 1988 they relocated to Tampa where Ken completed a residency in General Surgery and Cathy obtained her MBA at the University of South Florida.
In 1993, Ken and Cathy bought a home in Atlantic Beach, FL, while Ken joined his father’s General Surgery practice at Memorial Hospital, and they put down roots in a community they grew to love.
Cathy was hired at the Small Business Development Center at the University of North Florida where she worked for 29 years. She started her career as a business analyst and advanced to become Associate Director. Over the years, Cathy helped thousands of her clients successfully start and grow their businesses. Her expertise with business planning was highly sought after, and she pioneered the use of planning software in the Center. Cathy served as the SBDC’s international trade specialist and also earned her Certified Financial Planner designation. She won numerous statewide SBDC awards for the economic impact she helped her clients generate. Her legacy lives on in the small businesses that relied on her caring counsel.
Cathy joined the Rotary Club of Jacksonville Oceanside in 1999 and immediately became club secretary. Cathy was all about Community Service and headed up Jacksonville Oceanside’s Community Service Committee for many years. Cathy quite often became a member of the Club’s Board of Directors because members always knew that she would complete anything for which she volunteered. Cathy was instrumental in several district grants, frequently writing them herself and was responsible for (among others) the Shade project at Fletcher High School and the Rotary Bike Rack project, the first large Rotary branding initiative in the beaches community. Cathy received the David Harrell Rotarian of the Year Award in 2017/2018 and served as Jacksonville Oceanside Rotary club president during 2021/22. COVID made this job challenging but Cathy found innovative ways to move forward and make sure that the club continued to serve our community. She served her club in many ways including attendance at Club and District Events, sponsoring new members, and approving and supporting the launch of the innovative Satellite Club of Oceanside.
Cathy also volunteered with Habitat for Humanity and was an active member of Community Presbyterian Church in Atlantic Beach.
Cathy was predeceased by her father, Charles Wilbourn; her brothers, Scott Wilbourn and Chuck Wilbourn; her father-in-law, Wayne Hagan; and her brother-in-law, Ted Hagan.
Cathy is survived by her husband, Ken Hagan; her mother, Dorothy Wilbourn; her brother, Tim (Elaine) Wilbourn; mother-in-law, Norma Hagan; brother-in-law, Allen (Jo) Hagan; sisters-in-law Sue Wilbourn and Debbie Hagan. She is also survived by her nieces Lauren (Cory) Mansour, Alexi Wilbourn, Jessica (Nate) Stanton and Allison Hagan (Bobby Skelton); her nephews Jeremy McElroy and Cody (Eva) Wilbourn; and great-nephew, Erik Wilbourn.
