

Billie Jo Waters-Quartano, passed away Saturday, April 11th in Jacksonville, Florida. She was a long-time resident of Northeast Florida, spending much of her life in Jacksonville and Green Cove Springs. Known for her caring heart, love of shopping, and adventurous spirit, Billie’s 81 years of life were anything but quiet.
Billie was born in Jacksonville and resided in Green Cove Springs until she left for New Orleans to attend Charity Nursing School.With a natural desire to help others, Billie served her community as a nurse before transitioning to her favorite role as a stay-at-home mom. After her children left for college, Billie filled her time tending to her beloved animals or hitting the open road on one of her Harley-Davidson motorcycles.
Billie was the life of the party–always up for some mischievous fun. While she was fiercely independent and strong-willed, her kindness and sense of humor always shined through. She had a passion for shopping and an eye for style that stayed with her throughout her life.
She is survived by her sister Jan (John) Knight of Clearwater, FL, two children Mesia Quartano of Ft Lauderdale, FL, and Tony (Jenny) Quartano of Jacksonville, FL, who will forever remember her as the mom who kept them on their toes. She leaves behind three grandchildren–Brett, Avery, and Ben–who will carry on her love of animals and a little bit of rebellion. Billies’s family would like to thank Discovery Commons of Jacksonville for providing Billie a place to live out our mischievous ways and her many friends there who checked in on her and kept her company in the last days.
Visitation will be held at Hardage-Giddens, Riverside Memorial Park & Funeral Home, 7242 Normandy Blvd, Jacksonville, FL 32205, US, on April 18, 2026, from 11:00 am to 1:00 pm.
A graveside service will be held at Hardage-Giddens, Riverside Memorial Park & Funeral Home, 7242 Normandy Blvd, Jacksonville, FL 32205, US, on April 18, 2026, at 1:00 pm.
