

It is with deep sadness that the family of Kenneth Plummer announce that he has left this world and been welcomed into the arms of our Lord and Savior Jesus Christ. Ken passed peacefully in his sleep.
Ken was born in Painesville, Ohio to Kenneth Albert Plummer, Sr. and Mildred Fisher Plummer. He was the first of their three children. Upon graduation from Harvey High School in Painesville, Ken joined the U.S. Navy. Eventually he was assigned to the U.S.S. Consolation, a Haven-class hospital ship, that was used to transport wounded soldiers back from the War in the Pacific.
He met Lorraine O’Brien while stationed at Cecil Field in Jacksonville as a Navy Corpsman. Ken and Lorraine married in 1947 and had a daughter, Linda Plummer Koon, and a son, Michael Kenneth Plummer.
Ken joined the Jacksonville Police Department in 1956 and was active in the Communications Center when the police department consolidated into the Jacksonville Sheriff’s Office in 1968. He served in the Crime Statistics Center and then was promoted to the new Communications Center where he was also responsible for NCIC, the National Crime Information Center. While there, he developed a mobile communication command center, which could be moved to locations which needed additional communication support and expertise.
After years with the Communications Center, was transferred to the JSO Aviation Unit at Craig Airport. While there, he wrote a grant to upgrade the fleet of helicopters to Jet Rangers. At the Aviation Unit, Ken obtained his wings and began transporting prisoners around the Southeast. He retired from the force in 1992.
However, Ken remained active with various ministries at his church. He particularly enjoyed volunteering with the bicycle ministry, helping refurbish used bicycles to then be given out as Christmas gifts to various local charities.
Ken was preceded in death by his beloved wife of 74 years, Lorraine, in 2022; their daughter, Linda, in 2012; his brother Arnie; sister Mary; his brother-in-law Joseph and sister-in-law Patricia O’Brien; and brother-in-law Jack.
Ken is survived by his son, Michael (Amy); grandsons Courtney Koon (April); Brian Plummer; and Daniel Plummer; and his granddaughter Shea Plummer. Ken is also survived by his great-grandchildren Jaren (Salley); Lilly (Koon) Smith; Gracie (Koon); C.J. (Koon); and great-great-granddaughters Linda (Smith); and Aspyn Salley).
Viewing will be Thursday, October 30th from 9:00 to 10:00 am at Orange Park Methodist Church with the service following at 10:00 am. The funeral reception will take place at approximately 11:00 am. A committal service with Military and JSO Honors will take place at 1:00 pm at Hardage-Giddens Riverside Memorial Park.
The family requests no flowers but donations can be made to the Bicycle Ministry at Orange Park Methodist Church.
