

Frances was born in the Riverview area of north Jacksonville, Florida to Nelson and Lorie Green. She was one of three children: younger brother Nelson and sister Annette. Frances met C. B. Belger when he was delivering newspapers to her family home. Not long afterward, C. B. joined the Army Air Corps and was stationed in North Africa and Italy during World War II. While he served overseas, Frances and C.B. corresponded faithfully for three years through letters and telegrams. They married in 1945 while he was home on leave. Soon after their wedding as they walked together on the boardwalk at Jacksonville Beach a loudspeaker announced that the war was ending and they began their life together that would last six decades.
Frances lived most of her life in Jacksonville, Florida and resided in Anniston, Alabama the last six years.
Frances and C. B. raised four children instilling in them the values of faith, honesty, hard work and loyalty. Frances was fiercely proud of her family and worked diligently to create a loving home for them.
She is survived by her sister Annette Brown Sides; children Monte Belger (Linda) and their daughter Carol Alda; Marilyn McVeigh (Howard) and their children Brian McVeigh (Angie) and Heather Elliott (Bradley); Wayne Belger (Linda) and their sons Matthew Belger (Jennifer) and Mitchell Belger (Megan); and Jimmy Belger (Fran) and their sons Matthew Belger (Vera) and Clayton Belger (Leah). She is also survived by sixteen great-grandchildren.
Frances will be remembered as a woman of deep faith whose love for her family was evident in the way she lived every day.

A Graveside Service will be held at Gethsemane Memorial Gardens, 800 Hammond Blvd, Jacksonville, FL 32221, US, on March 24, 2026, at 11:00 am.
